I initially went with a heavy secondary build on Scharnhorst, but I have been using my Hindenberg captain in her more now because I think the points may be better spent on Concealment Expert than on Manual Secondaries.
Right tool for the right job. However, keep in mind that you have to be smart about pushing. I've found that this works wonders on all my T7+ KM BBs: It's not quite a Tank build, not quite a Secondary build, either. I'd take my chances of rushing dds on it. BFT alone takes the 128's to 3.6 second reload. By selecting AFT first, by the time you get to the Gneisenau (my opinion the 1st ship worth having it due to the T7+ 60% dispersion reduction) and up select manual sec as soon as you can. The Gneisenau is an awesome ship, but you can't maximize on any one of its armaments to any reliable degree. He has Priority Target, Expert Marksman, and Superintendent. It's not even a full 1 round/min increase from stock for 3 points. In my Gnei/Scharn, I chose the Secondary Gun Mod and then pick BFT and EM, as that gives me great AA and great secondaries, plus a fabulous turret rotation. If I had gone a different build with my commander, sure I could snipe and never close with the enemy......... but why play a ship line with awesome turtleback armour and great secondaries if you only want to keep your distance from every target? I suspect this will be what I want on my GKF when I get it, as I don't plan to keep the FDG. Their secondaries are awesome, but they only reach out to 8 km fully spec’d. Go without manual secondaries i suggest, sure wider dispersion but at least is not limited to only a single target you clicked on, It was hillarious when manual secondary secondary accuracy was default secondary dps before the skill intro and nerfed.
